Waverly staff say Planning Commission receptive to expanding where cell towers may be permitted

Planning staff told the Waverly City Council that the Planning Commission held a discussion about whether to broaden the zoning districts where cellular communications towers are permitted.
Under current city rules, towers are allowed only in limited industrial zoning via a special-use permit. Staff said the Planning Commission was receptive to proposed changes that would allow towers in additional zones but only through a special-use permit process, which would include public hearings before both the Planning Commission and the council.
Staff cited examples from nearby communities such as Columbus that prioritize placement and include conditions on materials, screening and setbacks (for example, a 100% setback standard so a tower would fall within its lot). Staff said they will prepare proposed text for Planning Commission consideration and that the item will likely return to the commission and then to council as a public hearing item.
Council members and staff encouraged residents to submit comments to the Planning Commission as the city drafts any proposed changes.
