The Franklin Zoning Board of Appeals on Jan. 22 granted a one-year extension to the comprehensive permit for a 60-unit fully affordable housing project at 237 Pleasant Street, moving the permit expiration from April 21, 2026 to April 21, 2027.
A Community Builders representative said the developer seeks a one-year extension to continue securing financing and noted that an additional extension might later be necessary depending on state funding availability: “If we were granted this extension through April 21st, 2027, it's possible that we would need an additional extension,” the representative said.
Board members discussed whether the project already qualified for automatic COVID-era statutory extensions. One member summarized that, under the text he had read, permits approved between Jan. 1, 2023 and Jan. 1, 2025 might have received an automatic two‑year extension; the board said it would grant the one-year extension without prejudice to any rights the developer may have under state law.
Attorney Serell and the building commissioner recommended the extension as common practice for nonprofit affordable housing projects, and the board approved the one-year extension by voice vote.
Next steps: The developer will file the extension with the town clerk and may return to the board if additional extensions are required.
