The Public Employees Benefits Program Board approved May 21 an amendment to extend its pharmacy benefit manager (PBM) contract with Express Scripts through June 30, 2028, a two‑year extension staff said was designed to align PEBB procurement with broader Nevada Health Authority timelines.
Procurement and legal staff explained the extension was proposed to avoid a cascading set of procurement actions that would otherwise conflict with the Health Authority’s planned RFP schedule. Teresa Carson, Executive Officer for PEBB, said PEBB and Nevada Health Authority officials are coordinating schedules so Medicaid and PEBB procurements can be harmonized where practical.
The board also disclosed that Board member Ko Duncan assisted staff during contract negotiations; staff said her participation was limited to technical assistance and did not create a disqualifying conflict. The disclosure was made before the vote.
Board member Jim Barnes moved to approve the amendment; Jennifer McClendon seconded. The motion passed by voice vote after one recorded dissent. Members asked staff to bring back more granular PBM performance metrics, rebate details, and PA approval rates before future renewals.
What happens next: The amendment is executed and staff will continue near‑term planning with the Nevada Health Authority and prepare any additional reporting the board requests on PBM performance, rebate flows, and prospective RFP timing.
