The Village of Homer board unanimously approved a package of routine decisions and administrative measures at its meeting, including a resolution to transfer part of the former White Chapel to Arts of Homer Inc. and a precautionary authorization to override the tax‑cap limit for fiscal year 26–27.
The board voted to authorize the sale of a portion of the White Chapel (parcel 86.82.01‑21.00) under a purchase agreement dated 10/11/2022 for the nominal sum of $2 and authorized the mayor to execute documents to complete the transaction. The resolution was read aloud by Dan and passed without opposition.
In other votes the board approved payment of vouchers from multiple funds: Aid fund vouchers #962–1004 totaling $38,438.15; F and G Fund vouchers #290–300 totaling $112,751.17; and TNA fund voucher #27 totaling $1,759.08. The board also accepted departmental reports — codes, DPW, police, fire, recreation and water & sewer — and approved a firefighter applicant and the biannual village historian’s report.
The board authorized four additional part‑time/substitute crossing‑guard slots to give the police chief flexibility to fill shifts without returning repeatedly to the board. Members also extended an existing compliance/insurance arrangement for another two years.
On the tax cap, the board approved a motion authorizing an override of the tax‑cap limit for fiscal year 26–27 as a precautionary measure to preserve flexibility while the budget process continues; the mayor emphasized the authorization does not mean the board will use the override.
The meeting concluded with a motion to enter executive session to discuss labor and contractual negotiations. No votes or final actions were taken during the executive session block recorded in the transcript.
What’s next: the board set a preliminary budget timeline (preliminary in December, final approval in January) and scheduled a public hearing related to a DRI hotel and spa project for Dec. 1 at 6 p.m.; renderings are available in the village office.
