"The project came in at 4 million over budget," the manager said, explaining that roughly $2 million of the overage is tied to HVAC and air conditioning units and that construction cost increases and scope details (for example relocating fixtures that trigger code work) also contributed. The manager recommended the board request $4 million at town meeting and offered to have the owner's project manager (OPM) and architects brief the board or present at town meeting.
Staff described procurement steps that remain—subcontractor bidding, long lead times for mini‑split HVAC units and furnishings—and said the current move timeline points toward spring 2027. Board members responded that if the town is going to occupy the facility for decades it should be done correctly and supported discussing the $4 million request at a future meeting and at town meeting.
No final funding decision was made at the meeting; the manager said the request will be filed as a capital article for town meeting consideration.
