Foxborough Conservation Commission elects officers and approves permit motions, continuances

The Foxborough Conservation Commission reorganized and handled several permitting actions and continuances at its May 18 meeting.
In the reorganization vote, the commission elected Bob as chair, Jim Marsh as vice chair and Rebecca Kelly as clerk. Commissioners also nominated liaisons: Tanya Orlando (Board of Recreation), Peter Atanasov (NRRC), and David Opalka (Friends of Conservation).
On permitting actions, the commission considered a Request for Determination of Applicability from homeowner Mark Rivard for work at 166 Central Street adjacent to Robinson Brook. Rivard said the project replaces an existing deck and extends it roughly 12 by 18 feet; commissioners required a silt sock around the work area and that all footing excavation be done by hand (no heavy machinery) and asked that the erosion-control detail be added to the plans. The commission voted to issue a negative determination with those conditions.
The commission granted a continuance for a Notice of Intent filed by Jennifer Doherty for a raised deck at 10 Grover Lane after staff said a DEP/filing number was not yet available; the item was continued to the June 8 meeting. Commissioners also continued the application for 56 Spring Street (DEP file 157671) to June 8 while the applicant provides revised engineered plans.
The commission voted to issue a partial certificate of compliance for DEP 157-248 to allow a lot sale/refinancing and approved minutes from the April 6 meeting.
All procedural votes recorded in the meeting passed without recorded opposition.
Next steps: conditioned plans for 166 Central must show silt-sock detail and note that footing excavation will be by hand; the continued items will appear on the June 8 agenda.
