New Windsor board approves hires, engineering contracts, airport property transfers, temporary curfew and several grants

The New Windsor Town Board on Oct. 1 approved a slate of personnel moves, engineering contracts, property transfers and grant-related actions during a special meeting.

Personnel and hires: The board promoted Michael Fiori from full-time laborer to motor equipment operator (MEO), effective Oct. 4, 2025, and approved hiring Johnny Gonzalez as a full-time MEO with start date Oct. 11, 2025. The board also promoted Jake P. Davidson from part-time to full-time labor and hired Anthony Jetta as a full-time laborer (both starting Oct. 11). The Supervisor noted highway staff conducted interviews and background checks before hiring decisions.

Engineering and environmental contracts: The board authorized up to $28,900 for Tectonic Engineering Consultants DPC to provide geological engineering and land-survey services for the Steuart water treatment plant project and approved a task order (P259532) with Quality Environmental Solutions & Technologies for pre-demolition environmental survey work at the Stewart water treatment facility. The board retained MH Engineering DPC for 2026 engineering services and appointed Michael W. Weeks, PE, as town engineer and MS4 stormwater review officer.

Airport property and leases: The board approved a second amendment to an amended and restated ground lease involving First Columbia International Group LLC (subject to permissive referendum) and authorized the legal transfer of a town-owned airport parcel identified on the town tax map (section 91, block 1, lot 13.22). The Supervisor described the package as a multi-party deal that will allow the town to sell one parcel, ground-lease another, and expects to be made whole financially through the transactions.

Public-safety and community items: The board enacted a temporary curfew for minors under 18—9 p.m. to 6 a.m.—on Oct. 30–31, 2025, with standard exceptions for employment, school activities, medical emergencies or parental accompaniment. The board also authorized a $1,600 nuisance wildlife control contract with Richard Cole for the landfill (Jan. 1–Dec. 31, 2026) and approved final payment of $15,265 to FCNC Construction Enterprises Inc. for ADA accessibility improvements at town hall.

Grants and notices: The board received and filed multiple grant agreements and reports, including a Dormitory Authority grant for community resilience funding for Shetty Park/teen center renovations, an amendment increasing a police CARES Act award by $3,000, a tourism promotion grant ($4,999), a county STOP-DWI enforcement funding agreement, and various monthly department reports. The board also authorized the town clerk to publish a Mid-Hudson Times display ad reminding residents about snow- and sidewalk-clearing obligations and fire-hydrant clearing.

Supervisor comment and next steps: On airport transactions the Supervisor said the board expects to receive a significant payment and to shift a ground lease so the town’s net position is preserved; staff and the town attorney will execute the documents and process escrowed funds, subject to any permissive referendum. The board adjourned at 7:28 p.m.
