Eddie Gutierrez of Blue Stone Capital Solutions presented the board with the finance report through February 2026, reporting roughly $11.3 million in year‑to‑date revenues, of which approximately $10.9 million were attributed to toll collections.
Gutierrez said operating expenses through the period totaled $3,470,397, broken down as $618,000 for personnel (about 18%), supplies near $82,000, utilities and other operating costs near $98,000, and contractual services totaling approximately $615,000. He reported annual bond debt service of about $4,213,000 associated with the bridge expansion and a project labeled DAP 16.
On budget pacing Gutierrez said toll collections were above last year’s pace (up more than 28% compared with the same point last year) but that the organization was still below the forecasted budget pacing for the year. He noted that some budget lines have gray areas and that staff continue to refine projections.
Gutierrez also reviewed recapture metrics, reporting southbound car recapture rates above 100% in the past years and trucks roughly at par year‑to‑date. He concluded by offering to provide additional breakdowns or technical follow‑up if the board wanted more detail.
What happens next: the board accepted the financial report; staff will continue monitoring budget pacing and can provide a more detailed debt‑service and cash‑flow analysis on request.
