Town Clerk Lisa told the Hartford Board of Civil Authority on Sept. 24 that she revised the abatement application to align with recent changes in Act 106 and highlighted the edits in the meeting packet.
Lisa said the revisions clarify standards such as "clear and obvious errors" and add specific language for the water-and-sewer category so the board can evaluate circumstances that are unforeseeable or outside a resident’s control. She said some changes allow the board to ask for additional information before issuing a written decision.
The chair stressed one procedural change from the legislation: recorded meetings must now be publicly posted for 30 days, making deliberations and hearings more widely accessible. "All recorded meetings have to be posted for 30 days," the chair said during the opening announcements.
Board members reviewed the highlighted changes in the packet and agreed staff (Lisa) will finalize the revised form. The chair and clerk said the revised application will be used going forward once the board formally adopts it.
