The Planning and Zoning Commission voted May 26 to approve a major commercial site plan for Local Provision LLC, a development at the corner of Sunbury Meadows Drive and West Granville Street that envisions three buildings and associated parking, including restaurant spaces and outdoor seating.
Owner‑manager Dana John Elton told the commission the project expands on a prior tap‑room/restaurant phase and seeks to provide a visually broken‑up, pedestrian‑friendly frontage with outdoor dining. "I've lived in Sunbury since 1996. I'm the owner manager of local provision," Elton said during his presentation.
Staff recommended several conditions before full administrative sign‑offs: reduce the internal parking allocation from 194 to 177 stalls because engineering may remove on‑street spaces, submit a landscape plan and provide a photometric plan. Staff also noted proposed outdoor patios are internal to the site and likely will not require a separate sidewalk café permit from the commission, but engineering review—particularly for work in the right‑of‑way and several bumpouts—must be completed before final approvals.
Commission discussion focused on parking adequacy if three restaurants occupy the site, concerns about peak‑period spillover into adjacent neighborhoods, and the need for a traffic impact study as part of engineering review. Commissioners emphasized phased construction and tenant mix to stagger peak parking demand; the applicant said the development would likely be phased with the tap room/back building first.
The commission approved the motion with a roll call in which Mayor St. John, Mrs. Miller, Mr. Soldman, Mr. Palma and Mrs. Stark voted yes. Approval was contingent on submittal of a landscape plan, completion of engineering review (including right‑of‑way work), and legal review.
