Commission seeks on-site review after contentious tree-mitigation plan for Crows Pond Road lot

Ian Peach told the commission the site lacks a shrub mid-layer and that planting cedar groves and robust maritime shrubland would provide stronger ecological uplift than forcing many water-stressed replacement trees into shaded, constrained areas.
Commissioners pressed the team on tree counts, the effect of recent storms (noting several leaning or fallen trees), and the limits imposed by the view easement, which restricts planting above certain elevations. Several commissioners said they would like a clearer, updated tree inventory to distinguish live trees, heavily leaning trees likely to fail soon, and snags that might be retained. The commission and applicant agreed to mark trees and to schedule an on-site inspection; staff will coordinate dates and applicant will update the inventory and mitigation plan.
Next steps: The commission continued the matter to the April 8, 2026 meeting to allow time for the on-site inspection and an updated tree inventory. Commissioners signaled openness to a mitigation approach that emphasizes shrubland and vertical habitat layering if strict tree replacement is not feasible due to view-easement and canopy constraints.
