East Manchester Township elects officers, confirms staff appointments and vendors

The East Manchester Township Board of Supervisors on Jan. 6 elected Dave Nayor as chair and Daryl L. Albright as vice chair during its reorganizational meeting and confirmed a series of township appointments and vendor contracts.
The board approved Christie Memmer as township manager, secretary and treasurer and set a $2 million bond for that office; members also set $2 million bonds for the assistant treasurer and the township accountant, Jif Cox. The board appointed Andrew Miller of the law firm MPLL as the board solicitor and approved his engagement letter.
The reorganizational slate included the grouping and approval of routine appointments for township boards and functions (agenda items 3.6–3.21). Long-serving Troy Rentell was appointed vacancy board chairperson for a one-year term expiring Dec. 31, 2025. Dean nominated Brennan Inch to the Zoning Hearing Board; members discussed recusal procedures if Inch’s relatives’ businesses appear before the board and then approved his appointment. Lane Gro was appointed as an alternate member to complete an unexpired term ending Dec. 31, 2025.
The board also confirmed vendor and service providers noted on the agenda, including janitorial services and turf management contracts. The board certified supervisors, the tax collector, the manager and the zoning officer as delegates to the York County Convention, and authorized Daryl L. Albright as the township’s voting delegate to the state convention. It authorized staff and board attendance at relevant conferences and approved subscriptions and memberships for township staff.
The board adopted the IRS-published mileage reimbursement rate for personal-vehicle use as the township’s policy (the rate will follow the IRS rate in effect when travel occurs). It also approved the proposed 2025 meeting calendar and a list of observed township holidays after correcting minor date discrepancies between the agenda and draft minutes.
The meeting adjourned at 6:50 p.m. and the board announced a 10-minute recess; Fire Chief Joe Stevens and Assistant Chief Mark Scher were among attendees who arrived afterward.
Why it matters: Reorganizational meetings set leadership, contracts and procedural policies for the year. The appointments and vendor confirmations put staff and legal resources in place for township operations and upcoming projects.
