Staff told the board the applicant has applied for a state child‑care license and that planning approval is required because under the current rural cluster rules a home occupation is the only conditional use allowed for properties in that zone. "The applicant did not submit property conditions initially," staff said, and suggested the board could impose measurable conditions such as a cap on the number of children, hours of operation, and fence installation.
Applicant Sarah Maynard, who identified herself as a high‑school teacher and parent, said she plans to care for her two children plus up to four additional children and that she is certified in CPR and first aid; her husband, a nurse, would be present four days a week. "We need daycares where parents are comfortable sending their kids with high risks," Maynard said, citing the availability and affordability gap for children with medical needs.
Neighbors spoke in opposition, citing concerns about increased daily vehicle trips on a narrow private road (maintained by the HOA) and the cumulative impact if other home businesses follow. "The roadway is only approximately 16 feet wide...the additional traffic by the daycare will increase the potential for traffic conflicts at the busiest time of the day," one neighbor said.
The board discussed conditions to mitigate concerns and moved to approve the CUP with these conditions: no more than four unrelated additional children (applicant’s two children plus up to four additional children total), hours limited generally to 7 a.m.–7 p.m., a privacy fence to be installed within one year, and a requirement that the applicant obtain the state license and local business registration. The motion passed on a voice vote with no recorded opposition.
The applicant said she will not post signage and expects to rely on word of mouth and social media. Staff noted the board does not enforce HOA covenants and that HOA restrictions may apply separately. The board’s approval is subject to compliance with the state licensing process and the conditions agreed at the hearing.
