Vestal board approves aquifer permit and sewer-district extension for Taylor Garbage at 3039 Vestal Road

The Vestal Town Board voted on Aug. 13 to grant an aquifer special permit to Taylor Garbage Service for a proposed office addition and vehicle wash bay at 3039 Vestal Road and to create a sewer-district extension to serve the site.

The board opened two public hearings on the applications and read the published notices. No members of the public spoke at either hearing. After reviewing the project’s short environmental assessment form and the administrative record, the board concluded that the actions would not result in a significant adverse environmental impact and approved negative declarations for both the aquifer permit and the sewer-district extension.

The aquifer permit was granted pursuant to Vestal Town Code section 24-518. The board corrected an initial typographical reference to the property’s tax map number and recorded the correct BCTM as 158.06-1-6.1 before taking final action.

The board then voted to establish Consolidated Sewer District No. 1, Extension No. 168, to serve the same property. Town staff read the petition filing date (July 8, 2025), noted that the petitioners agreed to pay construction costs for the extension and confirmed that the related plans are on file with the town clerk.

Supervisor Maria said the board had reviewed applicant-provided materials and agency input before reaching its conclusions. The resolutions were moved, seconded and carried in roll-call-style votes during the meeting; one board member (Robert Green) was recorded as absent for the evening.

What happens next: according to the public notices read at the hearing, the sewer extension and permit actions will be recorded and the town will follow any standard administrative steps required for recording and utility construction; specific construction timelines, permits and inspections will be managed by town engineering and public works staff.
