Elgin council authorizes change orders to add roughly 102 lead service-line replacements

The Elgin City Council on May 27 approved change orders to two existing IHC Construction contracts that add a total of roughly 102 additional lead service-line replacements to the city's 2025 program.
City staff told the council that Contract A originally contemplated 321 replacements and that a remaining balance of $500,000 would allow 68 additional replacements; Contract C had an original scope of 221 replacements and a $300,000 balance would fund 34 more. The city set substantial completion for both contract extensions on June 30, 2026, and final completion by Dec. 31, 2026.
"The goal is about 900," the city manager said when asked whether the added work would move the city ahead of its annual target. Council members welcomed the opportunity to use leftover funds to accelerate replacements.
Mayor Captain and councilors noted state and federal funding pressures and workforce limits elsewhere in Illinois while placing Elgin’s program in local context. "It's nice that we and the contractors have extra money and can put it back into more lead service line replacements," Council member Stefen said.
The council approved the contract extensions by roll call. The change orders were presented as resolutions authorizing execution of change order No. 1 for the respective IHC Construction contracts.
Next steps: staff will finalize contract amendments and oversee the work with the contractor toward the June 30 and Dec. 31 completion milestones.
