Marshall approves $172,000 design contract for Maras Center firearms training range

The Marshall City Council approved a recommendation to award the architect and engineering contract for Phase 3 of the Maras Center firearms training range to Bolton & Menk for $172,000.
Director of Public Safety Jim Marshall told the council the project has been under development since about 2018 and that the city recently signed a construction grant agreement with the state of Minnesota to move the project forward. "The range will include a 50-yard firearms training range with a support building, and then there's a 300-yard firearm rifle range as well," Marshall said, adding the PIT committee reviewed proposals and recommended Bolton & Menk as the committee's choice.
Marshall and a PIT committee representative said both firms that submitted proposals were known to the city, and the selected firm was the lowest bidder while demonstrating familiarity with the city's operational and environmental considerations. The project timeline presented by staff estimated completion by the end of 2027.
Council moved and seconded the contract award; the motion passed by voice vote.
Next steps: Staff will proceed with contract finalization and design work under the grant agreement; the council will receive future updates as design and construction milestones are reached.
