Consultant presents draft ADA and Title VI documents; draft open for two-week public comment

Katie Adams of HWC told the Rensselaer City Council that updated ADA transition and Title VI/Goals & Accomplishments documents are necessary for compliance and for continuing to qualify for federal programs such as CCMG.
Adams said the draft documents will be available for public inspection and comment at the clerk-treasurer’s office for two weeks and described the plan as a living document that will be updated as projects and budgets change. "These documents need to be compliant with ADA standards in order for you to receive federal funding," Adams said.
The consultant walked council through how sidewalk and curb-ramp needs were catalogued in the draft, saying the spreadsheet includes linear feet and a concrete-only estimate for repair work to give residents and council a clearer idea of immediate costs. Adams cited a concrete-only repair estimate of about $13,280 for identified sidewalk blocks and said the figure excludes removal and other related work such as curb ramps and drainage adjustments.
Adams recommended the council adopt the Title VI and ADA update and appoint an ADA coordinator so the city can submit complete materials to INDOT. She also noted some recommended facility fixes (for example, restroom handrail heights) are not immediate requirements but should be added to the city's goals and budget planning.
Council members asked whether the city would continue to inspect its own facilities and how the documents will be maintained; Adams said photos, measurements and a schedule will be part of the public packet and that the city could adopt the coordinator appointment as a standing item. The council discussed timing for approval and noted the documents and resolution are expected back before the council at the next meeting so staff can submit materials to INDOT before the agency's deadline.
The council did not vote on a funding package for repairs during the meeting; the draft will be open for public comment and revised before a final vote.
