Palmyra council approves parking changes, road closures and two personnel appointments

Palmyra Borough Council on May 26 approved a slate of routine measures including parking regulation changes, event road closures and two personnel appointments.
Ordinance 842 amended Chapter 350 to revise handicap parking locations (the record states three spaces were added and two removed). The ordinance passed on a voice vote with one opposition recorded.
Council authorized a street closure for Roma Funfest Day on Saturday, June 20, 2026 (9 a.m. to 7 p.m.) and approved closures on East Arch Street for Church of the Brethren events on June 18, Aug. 13 and Oct. 31, 2026 after confirming insurance coverage for the events.
On personnel actions, the council approved Resolution 2026-23 appointing Kim Kaufman to serve as borough manager/secretary at the council's discretion through the first Monday of January 2028; the roll-call vote recorded 'yes' from Councilors Andrews, Flegel, Nye, Pearson, Ryell and Sheer. The council also approved Resolution 26-24 appointing assistant borough manager Brenda Pura to serve as assistant zoning officer through the first Monday of January 2027.
Council later recessed for an executive session to consult with the solicitor and, upon reconvening, authorized the borough solicitor to prepare an ordinance revising regulations governing amusement arcades and to pursue required planning reviews and advertisement under the municipal planning code.
The meeting packet included routine reports: the borough manager discussed a FEMA review that will shift some emergency-preparedness responsibilities to the local level and noted an antenna/radio proposal would be paid from the shared radio line item. Councilors also discussed park rental policy after a public question about renting the Memorial Park softball field to a for-profit tournament organizer; councilors expressed consensus to continue prior practice favoring resident and nonprofit use of the field and directed the manager to notify the requester.
