The Deschutes County Board voted to approve minor clarifications to the county’s F10 investment policy after review by the investment advisory committee and the Oregon short‑term fund board.
Bill, the county treasurer, presented the recommended edits, which he described as clarifying technical language about the portfolio's maximum weighted average maturity and retaining estimated upper and lower portfolio limits based on the last 12 months of portfolio size. "This is really just dialing in these guidelines over time," he said, noting the investment committee had voted in favor.
The board also received the treasurer’s April report. The treasurer reported a portfolio balance at month end of about $356.9 million and provided a broad overview of national indicators and local housing market figures. He highlighted regional housing medians and noted that some metrics remain volatile.
Chief Financial Officer Robert Tintel presented the finance report for April and told commissioners that the general fund's revenues and expenditures are on track for the fiscal year, that the budget committee approved the proposed FY27 budget and the county will bring the adoption forward, and that staff continue routine year‑end adjustments and monitoring of fund balances.
The board approved the investment‑policy modification by motion and recorded a unanimous vote among the commissioners present.
What happens next
Treasury and finance staff will continue routine monthly reporting; any material changes to projected fund balances or required budget adjustments will be returned to the board for formal action.
