Pleasant Hill updates uses for $11.5 million bond; council defers funding for two additional pickleball courts

Staff said voters approved an $11.5 million general-obligation bond in April 2024. Staff proposed several program additions supported by a donation to the Pleasant Hill United Way and retained interest, including installing new bathroom partitions at the Recreation Complex, replacing the north-field backstop (to new dimensions), pavement reinforcement at dumpster locations, and relocating a leaking water service line away from a parking area.
The council was also briefed on recreation amenities: three originally funded pickleball courts were constructed and a donor allowed a total of six courts to be completed. Staff estimated the cost to add two more pickleball courts at approximately $80,000; staff and another city staffer (Jeff) recommended deferring that addition at this time because it would exceed the current program budget. Councilmembers expressed enthusiasm for the six courts but agreed it would be prudent to delay the extra two unless grant funding is secured (staff mentioned an application to the U.S. Tennis Association for a tennis-exclusive grant that could affect funding availability).
Staff reviewed other ongoing capital and utility work: a site-plan review for a Little Blue Valley Sewer District expansion, a planned public hearing on water/sewer rates for the Feb. 24 council meeting (to be published 14 days in the paper), a pump-delivery delay now expected Feb. 25, and receipt of temporary and permanent easements for the Pleasant Hill Marketplace sanitary-sewer work near 163rd and S Highway.
No additional spending for the extra pickleball courts was authorized; staff will continue to monitor funding options and report back if circumstances change.
