City staff reports steady development activity; sewer project behind schedule but progressing

Mr. Davidson, presenting the quarterly community development report, told the council that residential activity continues across several subdivisions (Westlake, Tanglewood, Bader Ranch Phase 2, Bradford Square) and that some commercial work is underway on Jordan Lane, including a restaurant shell and a completed clinic.

Staff reviewed capital projects: the Whitehall parking-lot concrete phase is underway and the Wood Valley parking lot grading has been completed with paving imminent. Two potable-water storage tanks were repainted with funding described as a mix of capital and ARPA dollars; one tank is back in service and the other was disinfecting at the time of the meeting.

The long-running sewer project was described as the most delayed item. Staff said the contractor has installed about 60–62% of the pipeline, with roughly 1,200 feet of pipe left in one upcoming stage; the contractor's current target for completion is March–April next year, but staff warned schedules are often optimistic and said they typically “double all their estimates.” Restoration work near Fairway is underway and staff said a restoration crew has been deployed to repair disturbed areas.

Council members asked for clarifications about the shared-path project on Estates Drive; staff said milling is complete and final overlay, striping and lane separation remain and that the contractor has until the end of the year to finish. No formal action was taken; the presentation was accepted and staff offered to answer follow-up questions outside the meeting.

The council also recognized Brent and Melinda Bane as Yard of the Month for October.
