Hillsburg adopts local amendments to 2022 California building standards

Planning and Building Director Scott Diamond told the council the ordinance reinstates the California Green Building Standards Code (Title 24, Part 11), adopts the 2022 building and residential codes with specified local amendments, and harmonizes appeal language across chapter 15. Diamond said the update is required to align local regulations with Assembly Bill 130's change to the statewide adoption cycle and to allow Hillsburg to set its local amendments within the statutory window.
Among the specific changes Diamond cited were a processing fee for certain appeals (the staff presentation listed figures including a $61,916 appeal-processing figure and a $619.16 residential appeal figure) and an increase in required drowning-prevention safety measures. The council opened and closed the public hearing with no speakers and voted to pass the ordinance on introduction and adoption by unanimous roll call.
What happens next: Staff said they will return in November with the complete 2025 California Building Standards Code adoption for further local amendments required by AB130 and the extended six-year cycle.
