The mayor explained that an animal‑control contractor enforces city ordinances related to pet care and nuisances, and that independent contractors must set their own terms (including hours and compensation) because they do not receive city employment benefits.
On the broader fiscal picture, Morgan said the council is still awaiting property valuation numbers expected around Aug. 20, which are needed to finalize revenue estimates. With expenses estimated, he said the council plans a first budget review near the Sept. 1 meeting and expects to act on the budget at the second September meeting; the statutory deadline for adoption is Sept. 30.
