The Brockton City Council approved promotions for three officers in the Brockton Police Department, and the officers were sworn in during the same meeting. Lieutenant David Farrell was elevated to captain, Sergeant Michael Livingston to lieutenant and Officer Thomas Delaney to sergeant.
Police Chief Press introduced the promotions and said he looked forward to working with the newly promoted officers and his command staff “to continue to move this department forward.” The mayor voiced support and recommended the council approve the promotions, urging colleagues to second the motion.
The council voted by roll call, with Councilors Asack, Shanahan, DeRosa, Farwell, Griffin, Meaney, Lally, DeCastro, Texiera and Thompson recorded in the affirmative; the clerk announced “10 in the affirmative” and the promotions were approved.
Councilor Shanahan added that working with the promoted lieutenant on the license commission had been “great,” calling him “a steward and a a great now I say friend” and expressing pride in his advancement.
After the approvals, Councilor Farwell moved to reconsider the action; the motion was seconded but the motion to reconsider failed. The clerk then administered the oath of office. Each officer repeated the oath and was instructed to sign the oath book; officials and attendees applauded following the swearing-in.
The council took a brief recess after the ceremony and music played while attendees reacted. No dates, effective dates for the promotions, salary details or additional personnel changes were specified in the transcript.
