Council declines current parking-lot bids and directs staff to rebid

City staff told the council Dec. 1 that three proposals were submitted for the recreation and senior center main parking lot but the procurement exceeded the project's capital budget and recommended rebidding.
Ms. McKenley presented the receipts: RP Paving Solutions submitted a quote of $105,194 but was disqualified for not attending a mandatory pre-proposal meeting; Helix Grading & Utility submitted $232,000; H&H Paving & Concrete submitted $191,943 plus additional line items for striping and new signs. Ms. McKenley said the project's capital budget was $110,000 and that itemized quotes were incomplete for one bidder, so she recommended the city rebid the project to attract a larger pool and reduce change-order risk.
Council members agreed to put the work back out to bid rather than award a contract at the higher prices. Staff will reissue the RFP and return with updated proposals and cost estimates for council consideration.
