The Penfield Planning Board voted May 28 to approve a phase modification for the Highland Estates subdivision that moves Lot 5 from phase three into phase two and authorized the chair to sign a revised plat.
Staff said the subdivision was originally approved as a 17-lot project (16 new lots plus an existing home), and that the developer requested the one-lot reclassification because there is an interested buyer for Lot 5. Staff reported no significant concerns with the change and said it will require minor administrative updates, such as adjustments to letters of credit, but will not change the overall site design.
Board members asked procedural questions about county filing and buildability; staff confirmed lots become buildable only after they are officially filed with the county. After brief discussion, a motion to approve the phase change and authorize the chairperson to sign the new plat passed on a roll call. Koner, Akin, Daly, McCooy and Tiding recorded aye votes.
The authorization is administrative—the chair’s signature will permit the county filing that makes the affected lot officially subdivided and eligible for development. Staff said no additional site-plan or design approvals are required as a result of the phase reassignment.
