Board approves equipment purchases, tables financing and awards multiple contracts

The North Huntingdon Township Board of Commissioners took several procurement and contract actions on Aug. 20, approving equipment purchases, a sale and multiple contract decisions while tabling a financing item pending additional financial details.
A motion to accept a $90,000 bid from Christine Pluto for a John Deere tractor and mower boom carried on roll call 5–2; the board said it would apply a $70,000 grant toward that purchase. One commissioner who voted no cited lack of warranty as a concern.
The board discussed financing a separate tractor/mower boom through Somerset Trust for a five-year term with estimated payments the manager described as between $2,000 and $4,000 per month. Manager Faulk characterized the purchase as a roughly $170,000 item and said the township uses financing for large equipment; after questions about interest rates a motion to table the financing until rates were known passed 7–0.
The board also approved award of the 2025 MS4 pond remediation contract (contract 2025-04) to Picolam Mini Contractors Incorporated pending verification of references, and approved pay application No. 2 to Russell Standard for contract 2024-02. The board authorized release of a $44,000 performance bond for the North Whitmore grading permit and approved selling a 2012 street sweeper to West Mifflin Borough for $25,000.
Several items included short discussions about contractor references and warranties; the MS4 award was amended to be contingent on satisfactory references.
