Council hears accelerated timeline for foundation formula and voluntary district mergers; merger votes moved to March 7, 2028

Under the timeline presented, passage of the bill would trigger appointments to CISAs within 30 days and the first meetings within 45 days; facilitators for merger committees would be hired by Sept. 1, merger committees would begin meeting by Oct. 15 (this fall), and final merger reports would be due Sept. 1, 2027. Presenter said the Secretary of Education would have 30 days to review reports and that the State Board of Education would issue final findings and approvals by Dec. 15, 2027.
A questioner asked how long newly elected boards and superintendents would have to prepare budgets after merger votes. Presenter replied that new boards would have a full budget cycle (the FY30 budget process) and that by July 1, 2028 the foundation formula and tax assumptions must be known so districts can prepare FY30 budgets. Council members noted this will create a busy multi-fall schedule of community meetings, merger reports, tax-department work and district quality reviews.
No formal procedural vote was recorded in the session; members raised drafting clarifications (for example, sequencing of review by the Secretary and routing to the State Board) to be addressed in subsequent staff edits. The Council scheduled further caucusing and reconvening later in the day.
