Treasurer's report, insurance update and several ordinances advanced to full court
Summary
Treasurer Hill presented revenue and ARPA updates and Mr. Angel reported insurance stop-loss status after a large inpatient claim. The committee advanced ordinances on energy district participation, the community building initiative, jail maintenance and small grant appropriations to the full quorum court.
Treasurer Hill reviewed the monthly treasury summary and flagged that general-fund expenditures exceeded revenue for the month while property-tax receipts were higher than the same period last year. Hill reported ARPA obligations and expenditures and said $2.3 million remained in the ARPA fund after reimbursements were accounted for.
Mr. Angel presented the employee-insurance report: March included a large inpatient claim (~$182,000) that reached the plan-specific stop-loss threshold; Mr. Angel said the county's reinsurance arrangements (stop-loss) should begin reimbursing qualifying large claims as aggregating thresholds are met and that the first quarter showed a positive funding variance after timing of pharmacy rebates.
The committee considered several ordinances. Item 9 (county joining an Arkansas property-assessed capital expenditure improvement district) and item 10 (amendment to the Community Building Initiative grant fund) were discussed and both were forwarded to the full quorum court with a "do pass" recommendation. Item 11 (reappropriation to the county jail operations and maintenance budget for 2026 to continue air-conditioner replacement) was amended (members removed a paragraph describing procurement changes) and the amended ordinance was forwarded on a do-pass recommendation. Items 12 (JAG grant recognition, ~$10,898) and 13 (road-department additional revenue recognition, ~$43,118.57) were also forwarded to the full court as do-pass items and were added to the consent agenda.
No further citizen comments were received and the committee adjourned.
