Committee probes law-library fund governance after vehicle payoff and board vacancies

Treasurer Dave Hill and county staff briefed the committee on the county law library's finances and governance after internal review and legislative-audit guidance. Hill said the fund was moved into a 6000-series agency fund category (where no appropriation by the quorum court is required) to align with Arkansas Legislative Audit guidance.
Committee members raised a separate concern: the law-library board had fallen below the three-member statutory minimum after two members resigned and two nominees did not take the oath of office. County Attorney Lester told the committee a lawsuit has been filed challenging actions tied to the law-library expenditures and that, as a result of resignations and unsworn appointees, the board cannot currently conduct business.
Members focused on a specific recent disbursement: the committee was told a county judge-authorized payoff of a vehicle tied to returning-home activities and that only a single law-library signature appeared on the invoice in the records staff reviewed. Several JPs said they had been under the impression the quorum court's appropriation was a mechanism to control or oversee those dedicated funds and expressed concern that funds authorized by statute for the law library had been used for a vehicle payoff without what the JPs considered robust documentation of board approval.
County staff said that the law-library revenue stream comes from statutory court cost allocations and that the board historically directed expenditures on matters the statute describes as "administration of justice." Treasurer Hill said the county is trying to bring bookkeeping and fund classification into compliance with audit guidance; County Attorney Lester said the board currently lacks quorum-level membership to act until the nominees previously presented to the court are sworn in.
Committee members asked for records: meeting minutes and signatures related to the law-library board decisions and the vehicle invoice, and flagged potential noncompliance with the statutory three-member requirement. No new appropriation or reversal of the vehicle payoff was taken at the committee meeting; members requested follow-up documentation and legal review.
