Newton commission approves airport lease, event alcohol permits and a livestream policy; proclamations OK'd

The Newton City Commission on May 11 approved a series of routine items including a ground lease with Ballard Aviation, temporary alcohol permits for summer events, and an addition to the commission policy manual establishing a livestream policy.
City staff described the Ballard Aviation ground lease as a measure to reduce foreign-object debris risk to aircraft by leasing adjacent farmland. Staff said the tenant agreed to pay more than prior agricultural rents, the lease includes a 60-day severability provision to allow future economic development, and there is no right of first refusal. A commissioner moved to approve the lease and the motion carried.
Commissioners also approved a temporary alcohol permit for the "Big Fat Fun" concert in Military Park on May 30, presented by Harvey County as part of the Choose Newton concert series. Separately, the commission approved two permits from Sand Creek Festival Inc. to sell alcohol at Athletic Park for Sand Creek Summer Days on June 19 and Rockets & Rails on July 3; staff confirmed the applicants had submitted required applications and fees.
The commission adopted a written livestream policy as an addition to the commission policy manual. Daniela (city staff) said the policy codifies existing practice, clarifies what is streamed, outlines crowd release/notice language and addresses photography; staff recommended annual review of the commission policies going forward.
The body also read and approved proclamations designating May 10–16, 2026 as National Police Week (May 15 as Peace Officers Memorial Day) and May 17–23, 2026 as National Public Works Week; Police Chief Dunaway invited the public to the department’s memorial service. The meeting closed with two executive sessions — one on an economic development prospect that involved financial data and trade-secret considerations, and a second for attorney-client privileged legal consultation — and commissioners announced no action was taken after returning to open session.
