The Planning Commission voted to recommend a zoning text amendment that would allow open-sided carports to be placed in front yards in locations where driveways and home orientation make front placement practical.
Mr. Luthy, a planning staff member, told the commission the change clarifies that open-sided carports — defined using the International Code Council guidance as structures that may have one or two walls — can be permitted in front yards rather than being limited to side or rear yards. He said the amendment "would allow them to be the carports that you see that will have one wall in the back," and that the draft language applies regardless of whether the carport is metal, prefabricated or site-built. Mr. Luthy also noted that homeowner-association covenants remain a private constraint and would still govern where an HOA prohibits such a structure.
Commissioner Klein moved to send a favorable recommendation to the Board of Mayor and Aldermen; Commissioner Reddick seconded, and the motion carried on a voice vote. The recommendation will be placed on the governing body's docket for further review and final action.
