The Planning Commission approved a package of development items at its June meeting, including a two-lot final plat for 2340 North Jackson Street, a phasing revision and a 25‑lot phase-one final plat for Woodlands Part Two, and a two-tenant retail site plan behind the 7‑Eleven on West Volney Street.
Paige Howard, who said she represents applicant Joe Demby, told the commission the Denby parcel would be divided "just to divide the lot into two." Staff said lot one will retain an active commercial building and measure about 1.56 acres; lot two will be approximately 1.15 acres and is currently vacant. Staff noted both lots have existing curb cuts onto North Jackson Street and said the Tennessee Department of Transportation (TDOT) might later review the large entrance but that review is separate from the commission's approval.
The commission also approved a procedural revision to the Woodlands Part Two preliminary plat to establish phasing and allow subsequent final plats for each phase. Developer representative Nicholas Northcott said the revision only breaks the previously approved area into phases; staff reported phase one covers about 10.86 acres and phase two about 8.82 acres and that much of the public infrastructure is already in place. The commission then approved a phase‑one final plat that breaks off 25 lots (lots 1–12 and 31–44); staff said the final plat will take access from Evoca Road and includes a temporary gravel cul‑de‑sac to meet turnaround requirements.
Kenny Sadler, design engineer for an applicant identified as Mr. Denby, described a proposed 2,000‑square‑foot, two‑tenant retail building to be built behind the 7‑Eleven at West Volney Street and Southwest Atlantic Street. Staff said the site plan had been reviewed by the development advisory committee, comments were returned and addressed, and remaining minor items can be cleared before building permits issue.
