Centerville council reviews IRS liens, service complaints and operational items, then moves to executive session

Centerville officials spent substantial time on municipal finance and service issues, reviewing IRS correspondence, anti-penalty actions, ongoing service complaints, and several operational items before moving to executive session.

Staff told the council the IRS had issued letters indicating penalties were being waived for some periods after the city provided documentation of payments. Council members and staff described the process as step-by-step: they must supply proof of payment and documentation for successive years (including 2019 and later periods). One council member said the waivers covered some penalties but that the timing — with audits and records spanning several years — required continued staff work to fully resolve the matter.

Members also raised complaints about missed garbage pickups and contractor performance. Council said the city logs every complaint, notifies the contractor, and that driver shortages and unfamiliarity with routes were cited by the vendor as causes. Council noted a pending contract renewal and said the topic would be revisited during procurement discussions.

Operational updates included police renovation progress (painting and trim) and training completion timelines; the chief requested authority to sell city-owned firearms back to a vendor if a buyback deal could be finalized to offset costs of new Glock Gen5 pistols with optics (estimated $700–$750 per weapon after buyback). Separately, council approved a roughly $1,500 change order to add vents in renovated offices after receiving a local contractor’s quote.

At the meeting’s close, a motion to go into executive session was made, seconded and carried by voice vote.
