Partners report staffing gaps, jail demographics and funding shifts for reentry services

Kyle Cadotte said Red Cliff Protective Services has unfilled full- and part-time positions and that historically about 40% of the Bayfield County jail population comes from Red Cliff Police Department arrests. District Attorney Kimberly Lawton described recent methamphetamine arrest trends and discussed coordination with Bayfield County Child Protective Services.
Barb Flynn told the council that Department of Corrections reentry funds that previously covered therapy for DOC inmates will not be renewed after July 1; she said Opioid Settlement Funds will be used to continue mental-health and substance-abuse counseling in the jail and to extend services to non‑DOC inmates. Attorney Heidi Brewer reported that the local Public Defender’s Office hired two new attorneys. Nicole Gurnoe reviewed active grants through Red Cliff Behavioral Health, said a committee is working to restructure tribal CCS and wraparound services, listed upcoming staff training (IDP, MRT, MI, CBT), and reported Mishomis House peer support connected with 283 individuals last month.
Council members noted personnel transitions in county offices (including a planned retirement and a new Criminal Clerk hire) and set the council’s next meeting for July 14, 2026. Chairman Jim Crandall adjourned the meeting at 5:39 p.m.
