Staff reviewed the multi‑decade history of the town‑owned parcel, explaining it was purchased for park use with state parkland acquisition funds and later designated open space on the town’s future land use map. The town negotiated a conditional sale to the owners of Smartol Storage; staff said the sale is contingent on the town acquiring a comparable amount of parkland elsewhere (staff identified a 19‑acre property referred to as the Lyndons). State agencies reviewed and cleared a comprehensive plan map amendment in early September, allowing rezoning proceedings to advance.
An applicant representing Smartol Storage told commissioners the business has operated in town since about 2000 and has been at or near capacity, arguing expansion would meet local demand and contribute to the tax base. After discussion the commission voted to recommend rezoning the parcel to highway commercial and forwarding a recommendation to the Town Council.
Separately, the commission reviewed a Category B site plan for Centennial Self Storage on South Corey Lane: four buildings totaling about 34,100 square feet on a vacant commercial parcel within the Smyrna Commercial Center. Staff described multiple easements on the lot, existing stormwater infrastructure sized to serve the subdivision (engineered for up to 70 percent impervious coverage), and several recommended conditions: reconfigure the proposed curb cut to align with the Firestone Tire entrance across the street, install a marked crosswalk at the entrance, add two on‑site fire hydrants per the fire company’s recommendation (one near the entrance and one in the rear), provide required parking (code requires one space per 5,000 sq ft, including ADA), and provide landscape plantings or low vegetation where overhead electric easements preclude street trees.
The commission approved the Centennial site plan subject to staff recommendations and conditions and carried the rezoning recommendation for the town‑owned parcel by voice vote. Both items will move forward to administrative steps: the rezoning recommendation to the Town Council and the site plan to final engineering and permit review.
