Commissioners hear update on proposed 123‑MW battery project; county says plans not yet submitted

Commissioner Christian Holt updated the Kerr County Commissioners Court on May 26 about a proposed 123‑megawatt battery energy storage project in the Mountain Home area that Svoltra has described on ERCOT’s GIS as beginning or finishing construction within 18 months.

Holt said Svoltra and associated consultants briefed county leaders but have not yet filed formal plans with the county. Holt and other commissioners said that, once submitted, plans will be subject to the county’s permitting process, review by the future fire marshal and subject‑matter experts.

Commissioners and staff listed specific concerns they have asked Svoltra to address: reclamation bonds for site restoration, preference for U.S.-made products over imports, adequate stand‑off distances and containment measures, coordination and training with local volunteer fire departments, and cybersecurity protections tied into the Texas Cyber Command.

Holt told the court the company brought corporate leadership and marketing representatives to the briefing; he said the county has asked for documentation and will seek legal and technical review. No action was required at the meeting; commissioners asked staff to verify applicable timelines and legal review windows and to report back.

Commissioner comments reflected skepticism about an 18‑month timetable shown on ERCOT’s map and emphasized the county’s expectation that any plan must demonstrate safety, emergency response coordination and appropriate financial assurances before permitting.
