Officials said the last master plan was prepared about 17 years ago and that the new document reflects recent growth in demand. Staff noted the plan is a prerequisite to securing TxDOT aviation funding tied to capital projects on the newly acquired acreage.
Commissioners asked technical questions about runway length and aircraft types; staff said the airport has hosted small Boeing 737s in the past and that additional pavement and taxiway improvements would be part of phased upgrades. The court approved the motion to adopt the master plan by voice vote, recorded as unanimous (4–0).
The master plan approval does not itself commit specific capital expenditures; it authorizes staff to publish the plan and pursue associated grant processes. Economic development officials present said a longer runway and improved apron and taxiway geometry would support regional travel and fuel‑sale revenue for the Hill Country.
Next steps include completing required documentation for TxDOT grant applications and incorporating the approved plan into future budget cycles and grant requests.
