The Salem City Council on May 28 adopted a resolution expressing the council’s strong support for Massachusetts House Bill H.1405 and Senate Bill S.860, described in the resolution as establishing a Massachusetts Health Care Trust and a single‑payer model for the Commonwealth.
Councilor King, the resolution sponsor, cited a January 2026 study commissioned by the Universal Health Care Education Fund and municipal payroll data to argue the legislation could reduce overall health spending and produce municipal savings. King said that, by the council’s estimate, Salem would have saved roughly $11.3 million in fiscal year 2026 under the plan, and he argued that broader coverage would improve preventative care and public health outcomes.
Supporters across the council highlighted potential savings for the city, reduced administrative burden for providers and expanded benefits including dental, vision and long‑term care. Councilor Davis and others emphasized impacts for uninsured and underinsured residents and said municipal budgets could benefit from reduced employer premium costs.
Several councilors also urged realism about implementation. Councilor Sidorayak asked that the resolution acknowledge counterarguments and implementation hurdles — including the need for federal‑state coordination and economic modeling — so state leaders understand the risks as well as benefits.
The council voted by roll call to adopt the resolution and directed the clerk to transmit it to state leaders named in the text.
