Assistant/Deputy Director Garver summarized staff recommendations and stipulations: modern farmhouse architectural style, a 10‑foot undisturbed landscape buffer adjacent to residential properties, a requirement for a two‑car garage for each unit, a maximum impervious surface of 40%, erosion and sediment control compliance, a single driveway, donation of additional right‑of‑way, and the staff recommendation to prohibit a habitable accessory dwelling unit on the property.
Several council members and public commenters raised concerns about parking and pedestrian access. Steve Yunk of the Mapleton Improvement Coalition warned the narrow lot could result in overflow parking onto the street and recommended denying the application or limiting units. Council discussion focused on ensuring onsite parking and preserving sidewalks; Assistant/Deputy Director Garver said the code requires sidewalks with development and staff recommended amending stipulation nine to explicitly require sidewalk installation. The applicant, Quinton Wiggles, said the 16‑foot driveway width allows cars to pass and that sidewalks and slope issues could be addressed during site plan and building permit review.
Councilman Michael McNeely moved to approve the application per staff recommendation with modified conditions to require sidewalk installation; Councilman TJ Ferguson seconded. The motion passed by voice vote. Staff will confirm compliance with Cobb water, sewer, stormwater and DOT requirements during site plan and permitting.
