Council approves multiple ordinances, greenlights Uptown Loop grant and raises resurfacing budget

The Medina City Council on May 26 approved a series of ordinances and resolutions covering capital improvements, grants, equipment purchases and a budget amendment.
The council voted unanimously to suspend the normal three‑reading rule and then passed Ordinance 81‑26, authorizing the three‑year capital improvement plan for the Medina Community Recreation Center and authorizing the expenditure of the capital fund balance to Medina City Schools under the joint operating agreement. The vote was recorded 5‑0.
City Engineer Patrick Patton told council the city received a $396,000 grant to complete phase one of the Uptown Loop multi‑purpose path, which will run on the east side of Broadway from West Smith Road toward Friendship. "The city received a grant of $396,000 to complete phase one of our Uptown Loop multi‑purpose path," Patton said. Council voted 5‑0 on Ordinance 82‑26 to advertise for competitive bids and award the contract.
Council also renewed its geographic information systems contract with IMGIS (Ordinance 83‑26) and accepted a $28,000 donation from the Medina Soccer Association to enlarge a pre‑cast restroom at Huffman Cunningham Park (Resolution 84‑26). The council authorized the purchase of a double‑vault restroom from CXT, Inc. (Ordinance 85‑26). All of those measures passed unanimously.
On infrastructure funding, Patton reported that the US42 resurfacing project (job 1151) originally budgeted at approximately $1.6 million received low bids that were higher than anticipated — the lowest bid was a little over $1.9 million. "We received three bids; the lowest bid is a little over $1.9 million," Patton said. Council approved Ordinance 89‑26 amending Ordinance 57‑26 to increase the project budget and adopted an emergency clause so the city could award the contract before the next meeting.
The council authorized an application for an aviation grant to complete an obstruction removal aerial study at the Medina Municipal Airport (Resolution 86‑26) and approved an ordinance to buy a replacement 2026 Ford Explorer for the police department after an administrative vehicle was totaled; the police chief asked for and council granted an emergency clause for the vehicle purchase (Ordinance 90‑26).
All recorded roll‑call votes on ordinances and resolutions reported in the meeting were 5‑0 in favor. The council also approved Ordinance 87‑26, a set of budget amendments largely reflecting pass‑throughs and grant adjustments.
