Adams County commissioners adopt new vision plan after two years of public input

The Adams County Board of Commissioners voted to adopt Resolution 2026-4 approving a new county vision plan on a motion brought forward during the meeting.

Steve presented the final draft of the Adams County vision plan and said it reflected two years of public input, steering-committee work and edits to add missing emergency-service entries. He described the document as advisory rather than regulatory, intended to guide departments, economic-development agencies and future planning efforts.

Clayton, who introduced the resolution, said the plan was ‘‘a guiding document’’ and noted the county would place one copy with the Adams County Plan Commission and one with the recorder. The resolution will be numbered 2026-4 and will be filed as part of the official record.

Commissioners discussed the difference between the vision plan and the county’s comprehensive land-use plan (the latter carries statutory weight under Indiana code). Several commissioners said they intended to use the vision plan as a reference when reviewing development and economic proposals, but they emphasized it does not change regulatory requirements.

The board moved, seconded and approved the resolution without a recorded roll-call in the transcript. Steve said copies would be provided to the plan commission, recorder, library and posted online.

Next steps: the auditor’s office will file the plan as directed in the resolution and staff will make digital copies available on the county website.
