Planning Board waives public hearing, issues conditional approval for Dollar General site plan

The Town of Newburgh Planning Board declared a negative SEQRA finding for the Dollar General site plan at 242 South Plank Road on June 6, voted to waive the public hearing and granted conditional final site plan and architectural review board approval.
Zachary Peters, the applicant's engineer, described revisions including expanded landscaping, a stonewall with visual breaks and a reduction in floodplain fill by removing material to create compensating storage. Pat Hines reported that the New York State Department of Transportation had conceptually approved the access point, sidewalk and land donation, but noted outstanding details including drainage headwall connection, floodplain development permitting, SPDES stormwater coverage, and fire‑protection water‑line sizing.
Board counsel Dominic Cordisco recommended conditional final approval with outstanding engineering comments to be addressed as conditions of final sign‑off. The board granted conditional approval and waived the public hearing by vote; members also agreed that signage will be returned for ARB approval once a sign package is prepared.
