Planning Board closes hearing and gives conditional approval to Green Leaf cannabis dispensary

The Town of Newburgh Planning Board on June 6 closed the public hearing for the Green Leaf Cannabis Dispensary and granted conditional approval for a 2,400‑square‑foot retail fit‑out at 1400 Route 300.

Joe Morris, the contractor representing the applicant, described a basic interior fit‑out that will meet state security rules: “There’s a separate vault, cameras, security systems, access control,” he said, adding that the proposal will include compliant signage, dumpster enclosures and upgraded lighting. Pat Hines of MHE Engineers confirmed the applicant had addressed prior engineering comments and that the applicant committed to re‑striping the parking lot.

Board counsel Dominic Cordisco outlined the conditions the board attached to final approval: parking re‑striping, correction of lighting in the rear lot, ongoing compliance with the Town’s cannabis regulations, and a requirement that the use remain authorized only while a state cannabis license is in effect. The board voted unanimously to adopt those conditions and grant final approval.

The board recorded no public comments during the hearing. The motion to close the public hearing was moved by David Dominick and seconded by Ken Mennerich; the subsequent motion to grant conditional approval was moved by Ken Mennerich and seconded by Cliff Browne. Roll‑call votes on both motions were unanimous in favor.

The approval is conditioned on the items listed by staff and counsel; any expansion of operations beyond what was applied for would require amended approval from the Planning Board. The applicant said the state license provided is provisional and will be activated once the dispensary is able to open.
