Council approves after-hours animal-control calls to Barstow Humane Society at $150 per call

The Barstow City Council unanimously approved on Sept. 15 an amendment to the city's animal-sheltering agreement to add after-hours animal-control callouts through the Barstow Humane Society.
City Manager Clayton said the humane society has built capacity since the contract began July 1 and can now handle after-hours responses, which had been covered by the police department previously. The amendment sets a $150 per call callout rate and requires these charges be included on the society's monthly invoice to the city.
Police Chief Kirby said the public should continue to call the police non-emergency line (760-256-2211) or 911 for urgent threats; after-hours non-emergency calls will be routed to the department and coordinated with the humane society when appropriate. Council asked staff to post the humane society's regular phone number, hours and the after-hours procedure on the city website; humane society representatives on-site provided the daytime contact number during the meeting and staff said they would confirm holiday and closure policies for public posting.
The council's approval included a one-year check-in provision in July 2026 to review performance and operations under the amended agreement.
