Sumter County received a title-only first reading on an ordinance authorizing a rail-spur right-of-way easement and restrictive covenants tied to an incoming manufacturer identified as the 'George Uts' company.
County staff explained the spur would connect a CSX rail line across property owned by Nova Molecular (which holds option rights on certain tracts), a county-owned parcel, and the manufacturer's track on Racetrack Road. The ordinance caption was revised to reference both an easement and restrictive covenants; staff said the substantive documents remain under negotiation and that second-reading materials will provide finalized terms covering construction responsibilities, ownership, taxes, maintenance and use.
No substantive commitments were made at first reading on title only; council approved first reading and staff offered to share draft documents with council members for review before second reading.
