On the expense side, staff cited a 3% cost-of-living adjustment estimated at about $1.1 million, health insurance increases, operational cost increases of roughly $971,000 and personnel adjustments totaling about $244,000. "We have until third reading to balance a budget which we propose to do in our first meeting in June," a staff presenter said.
A public hearing produced no speakers; council approved second reading and will continue work toward a balanced budget before the end of June, when local governments are required to adopt a balanced budget.
