Special Projects staff explained that CMAR is an alternative delivery method that embeds the constructor in the design process to reduce surprises during construction. Staff said the request tonight was to authorize the city manager to execute the necessary documents to engage Swinerton for the campus project and to set the project budget within the voter-approved bond parameters.
Staff walked through the roles of general-conditions costs, direct construction costs and the commissioning process to detect defects at turnover. Council discussed schedule incentives and liquidated-damage provisions; construction staff said the contract contains incentive and penalty provisions and noted a modest per-day damage amount in the solicitation.
The motion to approve Swinerton as CMAR was moved, seconded and approved by council. Staff said a later action will present a guaranteed maximum price for council review once design and estimates are complete.
