Roswell council approves T-SPLOST 2026 project list and a package of code amendments

The Roswell Mayor and Council voted May 26 to approve the city'9s T-SPLOST 2026 project list and a package of development-code and municipal-code amendments, and authorized a property transfer to the Roswell Development Authority.

Andy Fleegart, director of transportation, presented the T-SPLOST 2026 project list to the council as the final city vote to include the list in Fulton County'9s November ballot. Fleegart described the list as tiered: Tier 1 consumes roughly 85% of expected funding, Tier 2 covers up to 100% of identified projects and Tier 3 would fund additional projects if revenues exceed forecasts. There were no public speakers on the item.

Council member Christine Hall said she would support placing the list on the ballot but noted constituent concerns about including routine maintenance such as road resurfacing in a special sales-tax package. "I do not believe that standard operating maintenance items like road resurfacing should be included in a special sales tax option project like this," Hall said, while adding she would vote to move the list forward because of time constraints and county timelines. The council approved the T-SPLOST project list 5-1.

On a package of second-readings presented by Planning and Zoning Director Genie Peyton, the council approved multiple code amendments and zoning text changes unanimously. Items approved included text amendments addressing non-commercial horse stables (ordinances 10346 and 10347), changes to warehouse and distribution uses in the Unified Development Code (ordinance 10243), residential parking-location rules (ordinance 10281), commercial parking lot layout and design (ordinance 0282), and updates to commercial waste collection requirements (ordinance 10288). The council also approved an amendment clarifying the code for inoperable motor vehicles and visible vehicles in front yards (ordinance 103-4-1).

City Attorney Davidson read a resolution authorizing the transfer of property at Bowen Road and Highway 92 to the Roswell Development Authority as part of an economic-development process with a selected developer; the transfer is contingent on final purchase-and-sale and development agreements. The council approved the resolution unanimously; staff said development agreements and project proposals would return to council in June and later in the summer and fall.

The meeting concluded after council approval to schedule a closed session on June 8, 2026 for personnel, litigation and/or real estate matters.
