Indian Rocks Beach approves debris-monitoring interlocal, DEP amendment and year-to-date financial report

The Indian Rocks Beach City Commission moved several consent items to individual consideration and approved interlocal agreements with Penellis County and the city27s year-to-date financial report.
Staff explained that Penellis County currently maintains seven vendors under debris-removal contract and that the city is piggybacking on that county procurement for disaster debris monitoring and management. The commission approved authorization for the city manager to execute the interlocal agreement that binds the city to county debris contracts.
Commissioners also approved a first amendment to an existing interlocal agreement with Penellis County covering the Florida Department of Environmental Protection27s annual regulatory program and surveillance fees. The item included a staff explanation that the town's share is proportionate to population; the city manager confirmed the annual fee decreased from $150.65 to $139.28 for Indian Rocks Beach in the current cycle.
Finance Director Ramen Gomez presented the March 31 financial report showing nearly 90% of property-tax revenue collected for the year-to-date, robust vacation-rental registration revenue and insurance proceeds recorded for 2024 storm recoveries. The commission asked staff to provide additional breakdowns on revenue and expense lines and approved the financial report on a motion and second.
Commissioners also discussed an upcoming recycling contract renewal and requested a focused conversation before the city commits to new terms.
